A person is guilty of solicitation when he, intending that another person commit an offense, entices, advises, incites, orders, or otherwise encourages such other person to commit an offense. Solicitation to commit a Class A offense is a Class B offense; solicitation to commit a Class B offense is a Class C offense; solicitation to commit a Class C offense is a Class D offense; solicitation to commit a Class D or E offense is not an offense.
