All challenges must be made in writing to the Tribal Election Committee of the Tribal Council within five days after the election. Upon receipt of a properly filed challenge, the Tribal Election Committee shall notify the Tribal Council Chairman, who shall call a special Tribal Council meeting within three days. The Tribal Council shall hear the challenge, and shall make a decision which shall be final. Where a member of the outgoing Tribal Council is a candidate for reelection, he or she shall abstain from voting on any challenge which affects his or her candidacy.
